Upload bug still present- uploading new code doesn't replace code on all workers

If you look at the "Quorum" user (who has a public console) you'll see that it keeps alternating between code version 1504749902576 and version 1504803004626. You can see this with the new script upload detected: VERSION lines.

I first reported this issue almost six months ago, and it still continues to happen. Uploading code should replace that code on all workers, yet that is not always the case. Please make this system more reliable.
