Move API documentation to Github

If the API documentation lived on Github*, we all could help out with improving it. Using pull requests would be way easier and scale better than us using support tickets or forum posts saying "documentation request". You could even give write access to trusted members of the community to off-load some of the work.
* with "on github" I mean the source code of the documentation. I am neither suggesting we use a wiki nor moving away from screeps.com; people should browse the documentation as before.

I think we could do a community driven documentation .. maybe in the https://github.com/screepers github group if we get the permission to use the documentation and articles already posted on this page.
We could use sphinx and host the documentation on https://readthedocs.org/ for example

I know.. but I don't see the wiki as a replacement for the documentation.

The new documentation site is already under development and will be released soon. And yes, it uses GitHub as well.

For the record: the new site docs.screeps.com went live today.
