Allow dismantle under owned ramparts

I have been rearranging my rooms and have built ramparts over walls as part of that transition.

As it turns out, there does not appear to be a way to dismantle a structure under owned ramparts. Targeting the wall underneath actually dismantles the owned rampart on top.

I think dismantle should be treated the same as withdraw in this regard.
