Current shard0 10sec tickrate + problems

Current problems and misfunctions I noticed (only on shard0):
- Hight tickrate (10sec+)
- Overproportional high cpu consumption
- StructureObserver.observeRoom doesn't work (the room will not delivered next tick)
- Creeps are spawning without an initial set memory
- Can't suicide a creep via webclient nor web-console. The console result is 0, but the creep doesn't die
- Fatigue doesn't count down

According to https://status.screeps.com, the high tick rate issue has already been reported. Based on the behavior of the private server, I think the tick rate may be causing the server to skip some actions, although I have no way to tell for sure.
