Can't claim room (error -15 GCL not enough)

Several times a week I fill up the storage and terminal in a room, spawn a bunch of upgraders, unclaim and then reclaim. Historically I have been able to unclaim in one tick and reclaim in the next tick.
Today it didn't work.
I have GCL 20 and 19 rooms. When my claimer tries to claimController in https://screeps.com/a/#!/room/shard0/E59S78, I get error -15 ("Not enough GCL).
Have there been changes made to how reclaiming works or is there a bug here?

UPDATE:
I have also tried to claim https://screeps.com/a/#!/room/shard0/E65S78, a room that I have never previously owned.
I still get error -15 even though I have 20 GCL and only 19 rooms claimed.
At this point I think something about my account's gamestate is buggy on the server and it would be great if a dev could look into it. (@artch , @dissi)

@o4kapuk Cool thanks. I have setup a recurring command to send a claimer to https://screeps.com/a/#!/room/shard0/E59S78, so there will always be one there trying to claim the room, or one on its way to claim the room.
