This post describes the changes on the Public Test Realm.
Introduced new structure: Container. This structure contains up to 5K resource units and can be constructed in neutral rooms. It has no owner and can be used by any player.

Containers can be constructed in neutral rooms. This means there is no RCL requirement at all.
