Can't claim new room due to -15, GCL not high enough, even though it is

This is most likely a continuation of the CPU bug that is also resulting in everyone having 10 less cpu per tick than Game.cpu.limit tells us it does.

I'm experiencing this error now.  My GCL is 4 and I only have 1 room.  I get the -15 error code when trying to claim a room.
