Screeps sending and receiving TCP messages

Is it against the TOS for a C# program to communicate with my JS script with node, using TCP sockets?

The answer is "it's complicated". If you hit the third party tools page most of the applications there require using the API in some way. Unfortunately the admins have never clarified where the line between allowable API usage and abuse is.
