notifyWhenAttacked returns ERR_NOT_OWNER on owned structures

 I own ramparts in a room that I no longer control. Using the UI, I can toggle the "notify when attacked" checkbox. But I can't call the notifyWhenAttacked() method on these ramparts. It returns ERR_NOT_OWNER when I do. Expected behavior: notifyWhenAttacked() should succeed when called on objects that I own in rooms that I don't own.
