Add reCAPTCHA to `chat.screeps.com`

There has been an influx of spam in the slack, and I have reason to suspect that it is bot related. chat.screeps.com is "powered by slackin" per the page itself, and slackin supports reCAPTCHA already, so it should not be too big of an issue. This is a major potential issue for the players, as the most recent spam today included a risky link. I do not want this game giving anyone malware because an existing feature was not utilized. Thank you.

I'd rather deal with spammers than having to find images of cars every time I want to log into slack.

it wasnt implemented on slack, it was implemented on the sign up for slack.
