Minerals from no-owner room?

Can I mine a mineral from a room with extractor structure, if the room is unclaimed (and -- optionally -- reserved)?

No, the `harvest` method will return ERR_NOT_OWNER if it is another player's structure, or ERR_RCL_NOT_ENOUGH if it's yours.

so.. why is there Minerals and Extractors in the Source Keeper rooms if we can't extract?

You can. Extractors in Source Keeper rooms do not belong to any player and are defined as Public which allows you to use them.
