Creating construction site on ramparts while a creep is present on it yields "ERR_INVALID_TARGET"

You can't create road construction sites on ramparts, while the rampart is occupied with a friendly creep.

The call which fails looks like this:

var result = theCreep.room.createConstructionSite(theCreep.pos, STRUCTURE_ROAD);

last I checked, via API you can't create road construction sites on ramparts, period. doesn't matter if a creep is there or not.

You can create them using the GUI, seems that this is a bug.
