Downgrade notification on RCL 2

The downgrade timers update is great. The only problem actually present here, is that the old "5k ticks remaining" warning is still in place, so it always notifiy you until you leave RCL 2. I suggest changing the notification to 2k only for RCL 2.

I second this, after getting a new room this becomes quite annoying quickly

Changed to 3,000 ticks.
