Almost unusable rooms

Why do rooms like this get generated? https://screeps.com/a/#!/room/shard2/E58N24
Yes I know some people (like Bovius) were able to use some of these for pet projects, but ones like this seem almost completely unusable, so why are they being generated like this? Shouldn't something regenerate them if they are this bad?

A room isn't just for building owned structures in. I see absolutely no problem with rooms like this.

The variance is fun, I think rooms like that have their place in the game.
