Able to upgrade controller of someone else

I decided to capture a room from a an idle new player next to me. I removed all hostile structures and started to prepare to build a spawn. Then I found out that you are able to upgrade the controller of someone else.
The nasty thing now is that I could upgrade the controller to level 2. And then when the countdown timer hit '0' it jumped back to 50k.
2 things;
- remove the possibility of upgrading someone else's controller.
- What happened to the upgrade points? Are they on my account or on the account of the other player?

This is not a bug. You can upgrade others' controllers, build and repair their structures, heal creeps and do any other things if you want to.
Control points are on account of the controller's owner.

And the resetting of the countdown timer to 50k after reaching 0?
Is that also working as intended?

I guess the resetting of the countdown timer is still intentional, since the room still doesn't have any spawns when you upgrade it.

The countdown timer is reset every time the controller level is downgraded. From the article Territory Control:
A Controller cannot be damaged or destroyed. However, in case there are no spawns of the owner player in the room left, a countdown timer is started and the Controller starts losing 1 level every 50,000 game ticks. As soon as its level reaches 0, it becomes neutral, and another player can reclaim it.
