Road Costs are incorrect

It seems that when building roads, they always only cost 300, where your documentation states that roads on swamps should cost 1500. I verified that this is true, but haven't verified if the cost of crossing the road is 5 on swamp or 1, like the plains road.

No problem, just doing my part. Now to lament in general about how swamp roads are so much more expensive after the fix ;).
