Yes, exactly. If you adjust your CPU limit some time after the previous charge, by this you prolong the effective duration of the current limit for 24 hours starting from the current moment. So, even if you decrease the limit, you may be charged for prolongation at this moment.

Ah okay, after reading your comment three times, it suddenly became clear to me. In this case, it would be a great idea, to add the date, when the next charge is due.
