Downgarded room, canCreateCreep on the disabled spawn returns OK

When creating a creep on a disabled spawn the canCreateCreep method returns OK when testing to create a creep. It should return ERR_RCL_NOT_ENOUGH

Also links do currently return a proper error code for low RCL so it is doable.
