Will I have to buy the $10 thing to start playing, or will I be able to play solely on the twitter promo (given I don't have a high cpu count etc), and if so, when will it be available?

You will be able to play solely on the twitter promo as soon as that becomes active.

You can barely play on the twitter promo (same boat here). The minimum CPU limit is 20, and you get 600 from the promo (31 month days = RIP). I'm submitting a ticket asking for an ETA on the promo.
