I haven't heard a dev explanation but I assume this is so new players safely have a chance to grow in the novice area without one or two players taking it over completely.  You either have to respawn outside of the zone and start from scratch to avoid the limitation or wait until the area graduates to a normal zone. I'd suggest you really don't need that many rooms if your confined to a sector. Refine your code to handle creeps moving to remote rooms for the tasks you need.
