Black rooms - is it possible to get to

For the rooms that are black (for example E14S4 ) - I can look at them (by scrolling from the adjacent rooms) but can not place flag to send creep to.
Is there a way to get a creep into the room, or are they blocked out?

I think they are blocked out until the map is expanded. I tried moving a creep manually but it isn't transported to the new room when standing on the exit like with other rooms.
