Cannot create construction site for an extension on plain terrain

I want to create my third construction site on plain terrain (like the other 2). But it is not possible. I receive -7
ERR_INVALID_TARGET. Why is that?

Too close to source?

Aha - it has to be > 4 steps away from a source!? If I had known this in advance...
